a) Hindu majority entire Jammu Region, Buddhist majority Ladakh District, Shia majority Kargil District and Anantnag district containing Holy Amarnath Temple and required for settling all refugee Kashmiri Hindus called Pandits be formed into a new normal Indian State like any other called "Kashmir" only with permanent capital at Anantnag city.
b) Rest of Kashmir Valley with all Sunni majority districts of Srinagar, Badgam, Pulwama, Baramulla and Kupwara along with permanent capital Srinagar city be made a separate Indian state with Article 370 of Indian Constitution called "North Kashmir."
These steps will save the people of Jammu, Ladakh and the Pandits & Shia Muslims from highhandedness of Sunni Kashmiri Muslims of Vale of Kashmir being beneficial to India by restricting separatism and the insurgency to just 15% area of current 'Jammu & Kashmir' state. Non-Muslims in both Jammu & Ladakh reduced from 90% in 1951 census to 65% and 51% respectively due to influx of Muslims from valley of Kashmir as per 2001 census and unless these policies are implemented now, even Jammu and Ladakh will become Muslim majority like Kashmir valley very soon.
Option 2:
Or else, merger of neighbouring Himachal Pradesh with Jammu & Kashmir to make Indian 'Kashmir' 70% Hindu majority and make up for loss of 40% land to Pakistan and China which will solve its Muslim majority problem and Buddhist majority Chittagong Hill Tracts in Islamic Bangladesh who hoisted Indian Flag on 15th August 1947, also be annexed by India as part of Tripura state.
Option 3:
If people of Jammu Region, Ladakh Region and Himachal Pradesh don't agree to any of the above two choices then Hindu majority entire Jammu Region, Buddhist majority Ladakh District, Shia majority Kargil District and Anantnag district containing Holy Amarnath Temple and required for settling all refugee Kashmiri Hindus called Pandits be severed only from current "Jammu and Kashmir" state of India and merged with Himachal Pradesh.
TYPICAL RSS MENTALITY! Who are you to divide Jammu and Kashmir on communal lines? You need to understand that Kashmiris Dogras and Ladakhis have history with each other. We have lived with each other for centuries. It is India and Pakistan that is dividing us on communal lines. We need to unite and kick the Indian and Pakistani forces outta our country.

And by that logic Jammu also should be divide on religious lines? Don't forget that Chenab Valley and Poonch-Rajouri of Jammu Region are Muslim majority and Chenab Valley is Kashmiri majority too. They will join Kashmir and not Jammu Dogra Pardesh. You can take your Dogra district and Go whereever you want or make Dogra Pardesh or Join Himachal Pardesh.
And who are you to speak on the behalf of whole state? I don't think you're our representative.
There are just 5 districts in Jammu who are pro India.
My general thoughts are somewhat similar. Cull out the cancer, so to speak. Isolate the districts of the valley with strong separatist/pakistan support, and any contiguous border districts that have major anti-india sentiments. After administrative separation of a few years, just give the valley its independence, under some sort of agreement of non-merger with Pakistan for a stipulated time period. Give residents who want to remain a part of India the chance to move to border districts.

Too bad if it "hurts the sentiments" of Pandits living elsewhere in India, but let's be real, you were a 4% minority and are adjusted outside of the valley. It is an acceptable cost for the gains in stability and peace.
Himacahl Pardesh IS a peace loving state and we never want to merge with disputed and full of militancy state Jammu & Kashmir. We are happy with our government and small state Dave Bhoomi. We all are peace loving people. And good relationship with our neighboring state . Jammu & Kashmir. our culture is matching each other our one word "Phari" make us one deep relation. But we are happy that we have. :D
